Drawing on extensive experience in affordable housing compliance, loan servicing, and credit underwriting, he is committed to maintaining the highest standards of professionalism, financial stewardship, and client service. His leadership supports SMG’s mission of providing trusted expertise and innovative solutions to clients throughout Florida.
Josh Scribner
Chief Operating Officer
He leads Seltzer Management Group’s Credit Underwriting team in evaluating the financial feasibility and long-term sustainability of affordable housing developments. He oversees comprehensive analyses of market conditions, appraisals, funding structures, regulatory compliance, and borrower qualifications to ensure developments meet the requirements of federal, state, and local housing programs.

He currently serves as Board Chairman, providing strategic guidance to Seltzer following a 30-year tenure as President, during which he oversaw corporate operations, financial management, credit underwriting, loan servicing, compliance, internal controls, auditing, and contract administration.
Leslie Gilman
Vice President / Compliance Director
She directs new property and program implementation, management reviews, physical inspections, and regulatory reporting for Seltzer’s portfolio of more than 700 affordable housing properties. She also serves as the company’s Ethics Officer and Contract Administrator and ensures the company remains current on evolving industry regulations.

Director of Accounting and Human Resources
With extensive experience in accounting, affordable housing compliance, and financial operations, she manages accounts payable and receivable, payroll, employee benefits, escrow accounts, and financial transactions for Seltzer Management Group.

With over 25 years of experience in information technology, application development, and technical training, he provides strategic leadership and expert support across all areas of the organization’s technology infrastructure.
